Program Urbanism X is a strategic development initiative launched by XOX Holdings Limited to reimagine Hong Kong’s urban and cultural landscape. Designed as a platform for collaboration between urban development experts, investors, creative industries, and public stakeholders, the program aims to activate underutilized urban sites and convert them into vibrant cultural and innovation hubs.
At the heart of Program Urbanism X is the belief that urban regeneration must go beyond infrastructure—it should nurture the city’s creative economy, attract global talent, and support long-term economic diversification. Through a curated pipeline of projects, the program will integrate architecture, construction, digital technology, and operational models to support the sustainable growth of Hong Kong’s cultural and creative sectors.
The flagship project under this program is the transformation of the Kai Tak Cruise Terminal's ex-COVID hospital site into Hong Kong’s future Creative Industry and Development Institution Hub. This adaptive reuse project will convert the vast underused facility into a dynamic mixed-use complex for artists, designers, start-ups, and cultural organizations. The site will feature co-creation studios, public exhibition venues, research units, and flexible event spaces—serving as a landmark for cultural production and international exchange.
XOX, with its consortium of 30+ professional service providers, will lead the design, development, and long-term operation of this hub. The program welcomes partnership with investors, institutions, and cultural entrepreneurs to co-create a new model of civic urbanism, where economic vitality and cultural identity grow together.
A landmark project under Program Urbanism X is Kai Tek 1331, a bold adaptive reuse initiative that transforms the former COVID-19 hospital compound at the Kai Tak Cruise Terminal into Hong Kong’s future hub for cultural innovation and creative industries. Backed by China Tourism Group and officially designed by XOX Holdings Limited as the appointed master designer, the project envisions over 100,000 square feet of flexible space reimagined for studios, exhibitions, cultural R&D, events, and creative entrepreneurship.
Kai Tek 1331 represents a new typology of urban regeneration—one that blends cultural infrastructure with forward-looking architecture and operational planning. It will serve as a dynamic platform for artists, institutions, and startups, while enhancing the Kai Tak waterfront as a civic and international destination. Through this project, XOX continues to lead the integration of design, construction, and operations to support Hong Kong’s creative economy and urban future.
